How institutions are distributed

Higher education in Pakistan is concentrated in the two largest provinces. At the time of writing the recognised list breaks down as Punjab 103, Sindh 81, Khyber Pakhtunkhwa 46, Islamabad Capital Territory 27, Balochistan 12, Azad Jammu & Kashmir 8 and Gilgit-Baltistan 2. The split between sectors is closer than most people expect: 162 public and 117 private.

That distribution matters when you are choosing where to apply. Provinces with fewer institutions generally reserve a larger share of seats for locally domiciled applicants, while the Islamabad institutions draw nationally and commonly allocate seats across all provinces and territories.

What HEC recognition means

Recognition confirms that the HEC accepts an institution as chartered and competent to award degrees, and that it will attest those degrees. Attestation is what makes a qualification usable for public-sector employment, for further study, and for most overseas applications.

What recognition does not do is guarantee that any particular programme is accredited by its professional body. Those are separate approvals, granted programme by programme:

  • Engineering — Pakistan Engineering Council. Accreditation attaches to a specific programme on a specific campus, and PEC registration is required to practise as an engineer.
  • Medicine and dentistry — Pakistan Medical and Dental Council, which also controls admission through the MDCAT.
  • Law — Pakistan Bar Council, which recognises law colleges separately from HEC recognition of the parent institution.
  • Computing — National Computing Education Accreditation Council.
  • Architecture — Pakistan Council of Architects and Town Planners.
  • Veterinary medicine — Pakistan Veterinary Medical Council.

A programme can sit inside a fully recognised university without holding the professional accreditation that makes the degree usable. Check the specific programme, not just the institution.

Public or private

Public institutions charge substantially less because they receive government funding, which makes their merit thresholds correspondingly higher. Private institutions set fees institutionally rather than on a government scale, and those fees vary widely — the same degree title can differ several-fold in cost between two recognised universities. When comparing, ask for the full per-semester schedule across the whole degree rather than the first instalment alone.

How we verify these records

Every institution listed here is checked against the Higher Education Commission’s own register, and each page records where its information came from. Where we have not yet catalogued an institution’s individual programmes, the page says so rather than reproducing an unverified list. We would rather show less and have it be right.
